Official: issue GMO Safety Certificate not equivalent to allowing commercial production

On March 10, 2010, Vice Minister of Agriculture Wei Chao'an stressed that issuing Safety Certificate of Genetically Modified Organism (GMO) is evaluation and recognition of scientists' work of transgenic biotechnology research and its results, and it is not the same as permitting commercial production.

He said that, in accordance with relevant laws and regulations, there needs to be an examination of regional testing and pilot production more rigorous than ordinary crop varieties, as well as strict production permit and business license audit before commercial production.

He stressed that to promote research and application of transgenic biotechnology is a global trend, and it is important strategic initiatives in China's invigorating agriculture through scientific and technological advances plan. Promoting genetically modified organisms technology research and application is a major strategy to enhance the competitiveness of China's science and technology.

The Chinese government will follow the law to implement strict management of the safety of genetically modified organisms. China has formed a complete set of laws and regulations, technical regulations and management systems suitable to China's national conditions and in accordance with international practice.

The Ministry of Agriculture issued the GMO Safety Certificate for transgenic corn and insect-resistant transgenic rice went through cautious decision-making process. The safety assessment of these applications respectively uses more than 11 years and 6 years of rigorous evaluation and fully reflects China's cautious attitude towards GMO biotechnology research and application.

He stated that the Ministry of Agriculture has never approved any genetically modified food seeds imported into the territory of China for commercial cultivation. In China there is no planting of genetically modified food crops. Ministry of Agriculture will take a highly responsible attitude toward consumers to strengthen supervision and increase the dissemination of popular science, and actively and steadily promote the application of transgenic biotechnology research and development.
