Resource output capacity to be an important index of China's"12th Five-Year Plan"

He Bingguang, an official with China's National Development and Reform Commission (NDRC) emphasized January 30, that China will regard developing a circular economy as a basic measure to adjust economic structure and change the economic growth mode, consider the resource output capacity an important index of the "12th Five-Year Plan," and evaluate the effect of a circular economy.

Resource output capacity refers to the GDP based on the consumption of a certain amount of primary resources such as coal, petroleum, iron ore, rare earth, phosphorus, limestone and sand. Higher output capacity means more effective utilization of natural resources.

He stated that the NDRC will further establish relevant evaluation and statistics systems, establish output capacity-centered evaluation and a statistics systems to reflect the development of a circular economy, consider output capacity as an important index of the "12th Five-Year Plan," launch circular economy pilot projects, and establish an unified system to conduct circular economy evaluation.

According to He, the NDRC will drive the development of China's circular economy from different aspects, such as stipulating the goals and key tasks of circular economy development in the "12th Five-Year Plan," working out the overall plan for the development of China's circular economy as well as a special plan for China's development in key fields, and publishing a guide for the compilation of local plans for circular economy development. The NDRC will also make further efforts to launch pilot and demonstration projects, and evaluate and sum up relevant demonstration institutions. At the same time, the NDRC will organize the implementation of circular economy demonstration plans, establish a batch of demonstration bases and support the development of enterprises specializing in circular economy.
