China is likely to reach the level of moderately developed countries in 2040 or so.

Chinese Academy of Sciences in Beijing issued the "China Modernization Report 2010" on January 30, 2010 which stated that in the past fifteen years (1990 ~ 2005) the average annual growth rate of China's second modernization index was 3.5 percent and modernization development is faster than the world's average. With such rate of growth, China is likely to reach the level of moderately developed countries by 2040.

Such development is mainly reflected as follows:

Per capita annual income will be more than 20,000 U.S. dollars, and key economic indicators will be listed among the world's top 40. Pension and health insurance coverage to reach 100 percent, the rate of urbanization will be over 80 percent, and eradicate absolute poverty. Competitiveness will rank in the world's top 10 and the key indicators of cultural innovation will enter the world's top 20. University education rate will be more than 80 percent and the average life expectancy will be more than 80 years. The human development index will be in the world's top 20. Economic growth will be completely separate from environmental degradation and the basic quality of living environment will reach the level of major developed countries.

He Chuanqi, chief at Center for Modernization Research, Chinese Academy of Sciences (CCMR, CAS) said China's modernization started in the mid-nineteenth century. After more than 100 years, it has risen from a less developed country to a country at the beginning of developed. 2006 data shows that: China has completed four-fifths of the first modernization stage, and about two-fifths of the second modernization phase, with Hong Kong, Macau, Beijing, Taiwan entering the second modernization phase. Some indicators for Beijing and Shanghai are close to the Italian level, but the two phases of modernization are coexisting and unevenly distributed.

He pointed out that the modernization of China is an important part of the world's modernization, and so far marks the modernization of the world's largest population, thus its complexity and difficulty are unprecedented. China needs to step up modernization research, to seek a modern and efficient way, to significantly reduce the cost of modernization and to enhance national capacity for innovation and the probability of modernization.
