MIIT: six industries the priority next year

Minister of Industry and Information Technology Li Yizhong said December 21 that the main objectives of industrial growth for next year are: China's above-scale industrial added value to increase by around 11 percent. At the same time, making information networks, advanced manufacturing, production services, new energy, new materials and bio-medicine the key areas for development, and also making specific plans and industrial policies while strengthening R & D support.

Li said, considering the central government's economic growth target of around 8 percent, setting the industrial growth target at around 11 percent is necessary, possible and appropriate.

Li pointed out that the major tasks next year are as follows:

In the area of strengthening domestic demand, besides increasing policy implementation efforts in support of the automobile industry, home appliances to the countryside, and home-appliance replacement, China must also focus on improving the structure of industrial products supply, and make consumer products such as textiles serve construction of rural areas. China will develop new consumer areas and support a variety of market applications such as the digital home and wireless cities.

In the area of structural adjustment, China will establish a filing system for major merger and reorganization projects. It will also promote the development of guidance on corporate merger and reorganization as soon as possible, and introduce advice on the implementation of mergers and restructuring of iron and steel, nonferrous metals, building materials, automobile, shipbuilding and other industries. China will introduce guidance to speed up eliminating backward production capacity, and develop sub-sector implementation plans in accordance with the State Council's objectives.

In the field of new energy, China is to develop special planning, establish access standards, encourage key technologies breakthrough in polysilicon and wind power equipment industry to achieve orderly development. China will focus on planning and recommendation directory of key technologies.

In the area of promoting SME development, Li pointed out that the Ministry of Industry and Information Technology (MIIT) will work as soon as possible to launch government procurement and other fiscal and taxation policies, revise and introduce standards to support small businesses and micro-enterprises. China will coordinate arrangements for expanding the amount of special funds for SME development to accelerate establishment of a national SME Development Fund.

To ease the financing difficulties of small enterprises, Li said, China will encourage the establishment of the risk compensation fund of small business loans, and support exploring the establishment of village banks.

China will accelerate the establishment of national and regional re-guarantee institutions, and continue to implement the business tax cuts for those SME credit guarantee institutions which meet the requirements. Encourage qualified SMEs to explore overseas market. Promote the establishment of credit database and social service platform and issue guidance on building credit system for SMEs.
