Ministry: Land will not be arranged for industries with overcapacity

China's Ministry of Land and Resources recently required its departments at all levels to strengthen their initiative and activeness in land administration and macroeconomic control participation, and resolutely restrain overcapacity and repeated construction in some industries.

A senior official from the Department of Planning under the Ministry of Land and Resources said that in recent planning, requirements on the program of key industries' adjustment and revitalization must be well implemented; land for the industries with high technologies, high added value, low consumption, low emissions, new techniques and new products must be guaranteed first; no land should be provided for industries with overcapacity and repeated construction; and the structure and distribution of land used by the mining industry should be adjusted according to the principle of eliminating backward production capacity.

The ministry also required regulation and control of land programming and planning to be strengthened; auditing of construction projects' land approvals and supplies be restricted; the re-arrangement and ownership management of land where backward production capacity has been eliminated must be carried out correctly; and the supervision and punishment of illegal land use must be enhanced.

The ministry specially pointed out that no land may be arranged for industries with overcapacity and repeated construction, including the iron and steel, cement, electrolytic aluminum, flat glass, chemical processing of coal, polycrystalline silicon, wind power equipment and boatyard and slipway industries, without the approval of the State Council and investment administration departments under the State Council. Pre-qualification land applications for the construction projects of industries with overcapacity, or construction projects that do not meet the requirements of the key industrial adjustment and revitalization program may not be handled without approval from development and reform departments. Pre-qualification land applications for project sites which do not meet the "Control Standards for Construction Land of Industrial Projects" or other relevant control standards for project construction land may not be approved. Pre-qualification land applications for the construction projects that do not meet the requirements of industrial and land supply policies, or do not go through the approval procedures according to relevant regulations, may not be approved.
