Commerce ministry: US must ease export controls

China's vice-minister of Ministry of Commerce (MOFCOM) Ma Xiuhong held talks with visiting U.S. Secretary of Commerce Gary Faye Locke in Beijing on Tuesday to parlay on topics such as clean energy cooperation and Sino-U.S. trading development.

Ma Xiuhong said it is China's sincere wish and also to the fundamental interests of the United States to expand bilateral trade and economic co-operation to facilitate trade and investment.

"I hope the United States can reform the export-control system to improve investment censorship transparency for the convenience of technical tie-up and bilateral investment for both enterprises," Ma Xiuhong said.

Gary Faye Locke said America is willing to work together with China in advancing clean energy cooperation. He also said America welcomes investment from China and is speeding up reform in the current export-control system.

High-tech products from the United States account for only 7 percent of gross imports, down from 18 percent, which means U.S. export-control policies lag behind.

"It will block cooperation in clean energy and other fields for both countries if America does not make substantive changes in export-control toward China," Ma Xiuhong said.
