Sands China has yet to receive permission from the Macao government to hire foreign laborers to complete its $4 billion expansion project in the region, the company's spokeswoman said Monday, amid speculation that the casino operator was likely to get the go-ahead this month.
Company spokeswoman Hu Haixin said they had submitted all the related materials but is still awaiting a response. Over 2,000 local construction workers are working on its parcels 5 and 6, and Sands expects to open Phase I of the project in the fourth quarter of 2011.
