State enterprises launch 8th global search for senior execs

The 2010 open recruitment of senior executives from home and abroad conducted by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) was recently launched.
The open recruitment was for a total of 20 posts, including five general manager posts. Eight out of the 19 enterprises that participated in the recruitment are included among the 2010 Fortune 500 companies.
This is the eighth senior executive global open recruitment for state-owned enterprises and it has more posts and a higher level compared with the last global open recruitment. The SASAC said that this is a major move to further promote the reform of the personnel system in state-owned enterprises.
Five state-owned enterprises, including Dongfeng Motor Corporation, China Travel Service (Hong Kong), China State Construction Engineering Corporation, the State Nuclear Power Technology Corporation, and Chinatex Corporation, were in the market for general managers.
In addition to the posts of general managers, other posts for four deputy general managers (deputy directors), three general accountants, three company general counsels, five high-level scientific research and management personnel were available.
The SASAC experimented with reforming the board of directors system in several state-owned enterprises to allow the board of directors to jointly manage the company with the company's management board in 2004.
The SASAC appointed the board chairman in some state-owned enterprises, while other general managers of state-owned enterprises were appointed by the Organization Department of CCCPC. The SASAC has launched open recruitment for senior executives from home and abroad since it was established in 2003. It has organized seven open recruitments so far and hired a total of 113 people out of more than 10,000 candidates.
Liu Cheng, a professor from the University of Science and Technology Beijing, said that because the state-owned enterprises have a stronger sense of administration, some professional managers cannot adapt to them. Therefore, the current improvement of the personnel system still needs to establish relevant systems to protect the interests of professional managers.
