The Office of State Flood Control and Drought Relief Headquarters (SFDH) held an urgent drought-relief consultation February 20 to further research and arrange the current drought-relief work.

The consultation believes that the provinces, autonomous regions and municipalities including Yunnan, Guangxi, Guizhou, Sichuan and Chongqing still maintain the situation of little rainfall, low river water levels and severe drought, and the drought-relief task is still very important.

By February 20, China's drought-stricken farmland stood at 53.36 million mu (the average amount of land over the past years was 70 million mu), of which, 45.50 million mu is cultivated with crops (including 14.43 million mu of land severely stricken by drought, and 6.37 million mu of land withered) and 7.86 million mu was idle farmland needing water and moisture to be cultivated. About 11.88 million people and 8.05 million large domestic animals have a shortage of drinking water (the average amount of people and animals over the past years with a shortage of drinking water was 7.64 million and 4.94 million respectively).

In particular, the drought in Yunnan has covered the entire province and is extremely severe. The large range and deep degree of the drought as well as the heavy losses caused by the drought has rarely been seen in Yunnan province.

In order to cope with the severe drought disaster, the SFDH have decided to focus on 6 aspects to carry out drought-relief work. First, it will continue strengthening the arrangement and leadership of drought-relief work. Second, it will implement every drought-relief emergency measure and further improve the drought-relief plan. Third, it will arrange and implement detailed measures to assist the regions severely stricken by drought and support them in pairs. Fourth, the National Development and Reform Commission of China will distribute the "rural drinking water safety project" funds as soon as possible. Fifth, the Ministry of Finance of China will allocate another large sum of drought-relief subsidies. Sixth, it will accelerate the compiling work for the national drought-relief plan.
