NDRC report plans development for China's agriculture and industry

Industrial restructuring is the key to China's economic policy making, said the "China Industry Development Report 2009" released by the Institute of Industrial and Technological Economics of National Development and Reform Commission (NDRC) January 29.

According to the report, China's agriculture would be stable with small adjustments. First, China should enforce the regulation of agricultural product imports with international rules, and make use of export tax rebate, fees exemption, low-priced transportation and special allocation on promotion for agricultural products to boost export. Secondly, China should stabilize the minimum purchasing price and temporary storage using the two-track model. Thirdly, the training programs for rural brokers will be improved, and relevant laws will be completed. China will also speed up the establishment of a national agricultural security guarantee system.

China's industrial sector should focus on three strategies, namely the upgrade and introduction of advanced equipment, the industrial gradient transfer and M&A and restructuring, suggested the report.

The equipment upgrading and introduction strategy mainly aims at promoting the upgrade traditional industries and promoting the R&D of equipment for emerging industries such as new energy , environmental protection and energy conservation, electric vehicles, new materials, pharmaceutical and information industry.

The industrial gradient transfer strategy indicates the transfer from east and coastal region to mid and west China, which will provide new power for industrial economic development and structural upgrading.

The industrial M&A and restructuring strategy will focus on implementing the trans-regional and trans-sectional M&As and improving industrial structures relying on market mechanism and eliminating systematic obstacles.
