To better offer first-class communication services during the World Expo 2010 Shanghai, the construction of Shanghai's 3G networks, in which China has independent intellectual property rights represented by TD-SCDMA technology, is accelerating. However, the installation of base stations has been questioned by the public due to concerns about radiation. Key CPC Shanghai Municipal Committee leaders have therefore required Party and government departments to take the lead in installing roof-top 3G base stations, setting an example for the public.

After the General Office under the CPC Shanghai Municipal Committee permitted the installation of 3G base stations on its office building roof in August 2009, a 3G base station installed on the roofs of the People's Government of Shanghai Municipality, which is located in the People's Square in the downtown area, will be put into operation in the near future. The move by Shanghai municipal-level Party and government departments taking the lead in opening office building roofs for base station installation has been echoed by various levels of government organs and departments. To date, TD-SCDMA base stations have been installed on the office building roofs of over 30 Shanghai government organs and departments.
