The Ukrainian government has adopted a national program of action for implementation of economic reforms up to 2014, Ukraine's national news agency Ukrinform said Tuesday.

The program was adopted according to President Viktor Yanukovych's order and was titled "Rich Society, Competitive Economy, Effective Government", according to a government's statement.

The program provides significant deregulation in all spheres of the country's life, in particular, in licensing procedures in order to ease doing business.

The document has also addressed the development of agro-industrial complex, vowing to launch successful programs "Grain of Ukraine", "Effective Husbandry" and an effective land reform.

Reforms of the energy sector, housing and utility services, including technical re-equipment and improvement of energy efficiency, are also to continue, the government noted.

However, the statement underlined "reforms in the energy sector should not be a burden on people" , adding there will be a number of national projects launched, namely, "Affordable housing," "Clean city", "Quality water" and "City of the future".

Systemic reforms in education and pension reform would also be a challenge, it added.

Earlier, Ukraine's Prime Minister Mykola Azarov said, "The country has not been reformed over the past 20 years".
