Canadian Prime Minister Stephen Harper said Monday the recession in Canada is only technically over and the recovery is "extremely fragile."

Concentrated government effort is needed to ensure the recovery could take hold, Harper said at a press conference in Guelph, Ontario.

Harper said automotive and forestry sectors are still struggling from the effects of the recession, especially forestry which was already hard hit even before the downturn began.

The Canadian economy began to grow in June at a weak 0.1 percent and the Bank of Canada predicted July and August also witnessed growth, indicating the country is slowly coming out of recession.
