Mexico government to review PVC tariffs

Mexico's Economy Ministry will begin a review of polyvinyl chloride (PVC) tariffs at the request of importers who fear a monopoly is developing in the country, according to a document published in the government's official gazette on Thursday.

The Ministry ordered a first public hearing on the issue on Sept. 18, so that litigant Industrias Plasticas Internacionales (IPISA) can explain its reasons for the request.

Importers say that Mexican PVC manufacturers Mexichem and Policyd are selling PVC more expensively in Mexico than overseas, because the two companies control all PVC production here and around half of the imports.

IPISA and another relevant company Durman Esquival further alleged that Mexichem was trying to buy Policyd and would then have a monopoly in the Mexican PVC manufacturing industry.

Tariffs were first imposed in 1991 in Mexico and were last revised in 1995. They were renewed unchanged in 2002 and 2006. Most Mexican importers pay tariffs of 19.6 U.S. dollars per ton.
