Minister: no new iron and steel projects within three years
China to release energy-saving guide for key industries in H2
Minister Li Yizhong, from the Ministry of Industry and Information Technology (MIIT) said at a press conference on August 13 in Beijing that industrial restructuring means it is necessary to draft and improve industrial policies in various sectors and raise market access. This is one of six priorities in industrial restructuring.
Energy saving, environmental protection, quality, safety in production and scientific and technological progress will be important criterion for market access.
He pointed out that the adjustment of industrial structure includes three aspects: industry, corporate and product restructuring. We need to focus on six things. One of the most effective things is the technology upgrading, and the most difficult one is the merger and reorganization of enterprises and the elimination of outmoded production capacity.
Li Yizhong says that his ministry is working on a draft on behalf of the State Council, and hopes the draft will be a driving force for mergers and acquisitions and eliminate backward production capability. This involves assets, liabilities, staff arrangements, land and other complex tax issues, and needs the cooperation of 12 ministries and commissions. "We must take concerted action," he says.
In addition, we must optimize the environment for SME development. The number of small and medium-sized enterprises accounts for 99% of all enterprises, and they contribute to 60% of total economic output as well as 60% of employment.
Another focus is to cultivate new economic growth points, in particular to apply electronic information technology to traditional industries, and create a new industrial service sector and new industries.
He also stressed the need to strengthen quality control of industrial products, including the variety, quality, brands and services.
