The 11th meeting of the Financial and Economic Committee of the National People's Congress (NPC) held on July 16 explicitly pointed out that China needs to further solve development problems by means of reform. China should preferentially further adjust structure, encourage consumers' spending and promote employment in the economic work in the second half of 2009.

Committee members believe that governments should regard stabilizing and increasing employment as an important goal and intensify their efforts for the employment of college graduates, migrant workers and groups with difficulties in cities and towns.

China should further improve people's living standards and strengthen construction of the social security system. It should also coordinate the urban and rural social security work and promptly release the methods for transferring pension insurance accounts of workers moving from one region to another. Moreover, China should deepen the income distribution system reform to distribute more national income to individuals and increase income of urban and rural residents.

Committee members also believe that China needs to further solve the development problems by means of reform. It should also deepen reform, improve market mechanisms, enhance the development's inner impetus and vitality, and accelerate the fostering of emerging industries and new economic growth points.
