Xu thought that the low-carbon energy was the basis of low-carbon economy, the continuous development was the fundamental direction, and the innovation on science and technology would decide and create energy's future.

In addition, the experts suggested that the government could do the pilot demonstration of low-carbon economy in the regions which had relatively mature market economy, solid economic strength, and the courage to reform and open up to the world. The pilot work mainly started to develop from the aspects such as urban and rural consumption, industrial restructuring and upgrading, adjustment and improvement on the institutional mechanisms for the development of low-carbon economy, regulations, policies, administration management, the matching and following-up of national education on low-carbon economy etc..
