On August 17 Hou Ximin, director of the Department of Housing Security under the Ministry of Housing and Urban-Rural Development (MOHURD), urged all regions to improve their systems and strengthen their management in eligibility, sales and after sales supervision, to ensure that the affordable housing system can benefit those who need it most.
Firstly, all areas should accelerate the construction of a dynamic information system that contains urban family housing information and income (asset) management information, and reduce loopholes in the manual review process.
Secondly, all areas should strengthen their management in the sales process, and build an open, fair and impartial system for allocating and selling affordable housing.
At present, they also need to improve the pricing mechanism and strengthen their supervision and management of after-sales use. At present, the supervision of after-sales use of affordable housing remains quite weak.
Local governments should improve their organization, establish records for sold houses and a system to periodically supervise and inspect sold houses.
Meanwhile, they should manage real estate agencies more strictly, and strengthen punishment for the violations such as leaving houses empty, renting them before paying government fees and keeping affordable housing as a second property.
