Recently, China’s Ministry of Finance, Ministry of Science and Technology and National Energy Administration jointly issued a notice officially launching the “golden sun” demonstration program to accelerate domestic industrialization, large-scale development of solar photovoltaic (PV) power generation.

The government will support the program by offering fiscal subsidies, scientific and technological support as well as boosting market demand. The plan is to offer fiscal subsidies to projects to develop at least 500 megawatts of solar power generation in the next two to three years.

The notice specifies a support structure focusing on the construction of stand-alone and grid-connected solar power, independent solar power, large grid-connected solar power and other projects.

Industrialization of key technologies, such as silicon purification, grid-connected operations and other relevant base capabilities will also be given attention. The notice also states that the maximum subsidy limit for each demonstration project operator will be dependent on conditions such as level of technology and market development.

In respect of grid-connected PV power projects, the subsidies will, in principle, be 50 percent of the combined investment in PV power generating systems, supporting transmission and distribution projects.

For independent PV power generating systems in remote and powerless regions, the subsidies will increase to 70 percent of the total investment.

For key technology industrialization projects and base capability projects in solar power, support will mainly be in the form of interest and financial aid.
