Renewal of 1540 committee's mandate provides solid basis for work over next decade: chair

The action of the UN Security Council to extend for 10 years the mandate of the 1540 Committee, constituted under Security Council Resolution 1540 of 2004 obliging states to implement measures to prevent proliferation of Weapons of Mass Destruction, provides the committee with "a sound and efficient basis" for its work over the next decade, the committee chair said in the United Nations Monday.

Baso Sangqu, who is the chairman of the 1540 Committee, made the statement at an open meeting of the 15-nation Security Council. It "strengthens its role to facilitate the provision of technical assistance and to enhance its cooperation with relevant international, regional and sub-regional organizations," Sangqu said.

Currently, the committee works on assistance requests, possible next steps, elaborates policy guidelines to address a range of assistance issues and strengthens its clearinghouse and match- making roles, Sangqu said.

The committee "encourages" States to provide updated information on implementing Resolution 1540. Ethiopia, Gabon and Rwanda did so already, according to Sangqu.

The committee and its group of experts participated in outreach events at the international, regional and sub-regional levels to facilitate States' implementation of resolution 1540, Sangqu said, adding that events already took place in Central Asia, the Caucasus, Eastern Europe, Middle East, Latin America and the Pacific Islands region.

Resolution 1540, first introduced in 2004, imposes binding obligations on all UN member states to establish controls preventing the proliferation of nuclear, chemical and biological weapons, and their means of delivery.
