Five UN staff members were killed last year in Kabul when insurgents dressed as Afghan police attacked the privately-run Bakhtar guest house, where 34 UN employees were staying.
"Every civilian casualty undermines the belief of the people in the goodwill of the international community and emboldens the enemy," Tanin stressed.
Success in protecting Afghanistan's civilian population must be measured by "concrete improvements" in the lives of the people, Tanin said.
"The safety of the Afghan people should be our central concern, and we must continue to work together to be worthy of their trust and confidence in our future efforts."
