Russian delegation headed by Deputy Prime Minister Igor Sechin and Energy Minister Sergei Shmatke arrived Tuesday in the northwest Algerian city of Oran to attend the 151st ministerial meeting of the Organization of Petroleum Exporting Countries (OPEC).
The biggest non-OPEC oil exporter came to the Oran meeting as an observer and is expected to hand a proposal on the oil output cut.
In the face of the declining oil price, OPEC has called for Russia, Norway and Mexico to join in the proposed output curbs. Russia said on Dec. 11 that it is ready to coordinate its oil price policy with OPEC to stem the plunge in crude prices and may slash its output.
The oil ministers of the 13-member oil cartel will gather on Wednesday, when an aggressive overall output cut is widely expected to be made to weather the ailing oil market.
