The Israeli army shot dead two Palestinian militants who approached the security fence in northeast Gaza Strip, a statement said Thursday.

The army said the gunmen were members of the Islamic Jihad movement. A spokesman for the Gaza-based group said the two went to plant explosives near the border to stop Israeli incursions in Gaza in the future.

The dead carried light weapons and explosives. Israeli war planes and ground forces thwarted an attempted infiltration from Gaza, the statement says.

In recent weeks, cross-border attacks by the Islamic Jihad have diminished, apparently due to what Ismail Haneya, the leader of Hamas government in Gaza, said was "a national understanding" to avoid Gaza a new Israeli military operation by refraining from attacking Israel unless it attacks first.

In a meeting with foreign media Tuesday, Haneya promised to keep the state of calmness in Gaza through 2011, considering this one of his government's priorities.
