NATO sees Russian military as being in poor state: leaked cable

NATO thinks the Russian military forces are in a poor state due to aging equipment and lack of transport, flexibility and manpower, a leaked U.S. diplomatic cable showed on Monday.

"Russia continues to rely on aging and obsolete equipment, lacks all-weather capability and strategic transportation means, is not able to conduct network centric warfare, has an officer corps lacking flexibility, and has a manpower shortage," according to the cable from the U.S. mission to NATO released by Norwegian daily Aftenposten.

The November 2009 cable was written shortly after Russia's two large-scale military exercises, codenamed Ladoga and Zapad, in the country's western regions.

"Russian armed forces were: able to respond to a small to mid- sized local and regional conflict in its western region; not able to respond to two small conflicts in different geographical areas simultaneously; not able to conduct large-scale conventional operations," the cable said.

"(Russia is) still relying on the use of tactical nuclear weapons, even in local or regional conflicts," it added.
