Gunmen shot dead 13 people at a drug rehabilitation center near Mexico's northern border city of Tijuana late Sunday, local media reported.
The motive for the killing was not immediately known.
Some 28,000 people have died in drug-related violence since President Felipe Calderonin launched an anti-drug campaign in December 2006.
