Russian Defense Minister Anatoly Serdyukov said Wednesday the central commands of the country's air force, navy and ground forces would transfer some of their functions to an integrated strategic command.

"The command and control system should have three tiers at the most. Our old system had up to 16 levels -- that was something unimaginable. Now their functions will be clearly defined and everyone will be responsible for his unit," Serdyukov told reporters.

He said the restructure would help streamline the system.

"Some sub-units will be downsized and some, quite to the contrary, enlarged," he said.

The number of Russian military districts was recently reduced to four from six and recognized as tactical-strategic commands.
