Iran's proposals on global issues need analysis: Medvedev

President Dmitry Medvedev said Tuesday that Iran's recent proposals on global issues must be thoroughly studied and no hasty conclusions should be made.

Iran last week handed over its latest package of proposals, in a bid to initiate suspended talks on global issues with six major powers, namely China, the United States, Russia, Britain, France and Germany.

"The proposals, presented by our Iranian colleagues on Sept. 9,should be analyzed carefully before they can be described as containing nothing new," Medvedev was quoted by RIA Novosti as saying.

As for the settlement of Iran's nuclear issue, Medvedev said Moscow would act "openly and in a responsible way."

"Sanctions are not very effective, but sometimes we are forced to impose sanctions," he said.

Medvedev said Iran has a right to peaceful nuclear power, but its nuclear program has to develop under the control of international organizations, including the International Atomic Energy Agency (IAEA).

The United States claims that Iran intends to secretly develop nuclear weapons. The UN Security Council also requires Iran to suspend its uranium enrichment activity.

Iran, however, insists that its nuclear plan is only for peaceful purposes, vowing to continue its uranium enrichment activity despite pressure and sanctions from Western countries.

Media reports say Iran had agreed to hold talks in early October with the major powers on its package of proposals concerning world issues.
