Obama promised the full resources of the federal government for an investigation into the attack, and dispatched FBI Director Robert Mueller to oversee the investigation.
Fighting tears, Arizona Governor Jan Brewer said she was heartbroken by the tragedy, and called Giffords a friend she had come to love and respect.
Senator John McCain, a Republican from Arizona, said: "Whoever did this, whatever their reason, they are a disgrace to Arizona, this country and the human race, and they deserve and will receive the contempt of all decent people and the strongest punishment of the law."
