But Mockus seemed determined otherwise.

"Starting from today is consolidating a new independent political force, the Green Party, a reliable force deliberative, responsible, and able to act," he added.

Mockus, however, promised to support the good deeds of Manuel Santos' ruling Social Party of National Unity.

In the 2006 presidential elections, Mockus collected 1.24 percent of the vote to finish fourth.
