U.S. President Barack Obama Friday vowed that his government is working hard to create jobs and restore the economy.

"I will not rest until all Americans want work can find work," Obama said in the White House, hours after the unemployment rate in October was released, which reached 10.2 percent, the highest since 1983.

Obama said that the new jobs report was another illustration of more work needed to be done to boost business creation and consumer spending.

However, the president tried to ease the concerns brought by the record-high rate, saying "history tell us job growth always lags economic growth."

Earlier the day, Obama signed a bill that would extend jobless benefits and homebuyer tax credits.
