Russian President Dmitry Medvedev on Friday in the World Political Forum held in the city of Yaroslavl addressed the situation in the troubled region of North Caucasus.

Medvedev accused local authorities there of inability to communicate with the people, including those who disagreed with them.

"The authorities must talk to the people and not to hide themselves in their palaces," Medvedev told political experts attending the forum.

"We know how much sensitive people are there, we know how religious they are, how high is the possibility for foreign ideologists to appear there," Medvedev told the meeting.

He recognized that poverty and corruption were integral part of life in the North Caucasus.

The president meanwhile stressed that armed insurgents must be destroyed.

"We don't need to be ceremonious with them, they should be eliminated, humanity hasn't invented anything else," he said, admitting that North Caucasus was a "complicated region," so Moscow should deal with it "in a special way."

The North Caucasus republics of Dagestan, Ingushetia and Chechnya, have seen increasing violence in recent years.

The deadly car bomb attack one day ago in a market in another republic of North Ossetia has claimed at least 17 lives, with more than 130 others injured.
