Australian Treasurer Wayne Swan is confident the federal budget will be able to tackle problems of health reform and the aging population.

Swan told parliament on Thursday that two-thirds of budget submissions relate to the issues of the health system and the challenge of sustaining an aging population.

"We can be confident that we go on to meet these challenges because we are in a far stronger position than many other countries coming out of this global recession," he said.

"We don't have to go through the rubble of a recession."

He said the government would maintain the country's skills and capital base.

The May 11 budget would also be about capitalizing on Australia 's success through the global financial crisis and building sturdier foundations for the economy, Swan added.
