Sri Lankan president Mahinda Rajapakse is addressing parliament to declare the government's military victory against Tamil Tiger rebels and outline his new policy after winning the three-decade-old civil war, parliamentary officials said Tuesday morning.

Rajapaksa told parliament that Sri Lanka's war victory against the Liberation Tigers of Tamil Eelam (LTTE) is a cause for a celebration for the entire world.

The president said that the whole country should live together as one nation and protecting Tamils is his responsibility.
