Councilman Simcha Felder of Brooklyn, New York will announce a bill Monday that would ban the feeding of pigeons and create a "pigeon czar" to be held accountable for the city's pigeon-related complaints, officials said.

The amount of the proposed fine for a violator is yet to be determined.

"The people of New York are sick and tired of dodging pigeons and their droppings as they walk around the city," Felder said in a news release.

"The sidewalks, parks, streets and bridges of our city are littered with evidence that something needs to be done." he said.

Felder had received complaints that his district's elevated D and F train stations were swarmed with pigeon droppings, said Felder's spokesman Eric Kuo. After calling around, Felder found that no agency was responsible for pigeon-related matters, Kuo added.

The councilman said he would appoint a czar to control the pigeon population. He is also recommending other pigeon-controlling moves such as giving the birds artificial birth control and introducing pigeon-killing animals like hawks.

It is not the first time that pigeons are fired upon. Last month, Councilman James Oddo recommended birth control to help cutdown on the bulk of pigeons at the Staten Island Ferry Terminal.
