Philippine anti-terror law takes effect

The Philippine government said Sunday the anti-terror law, also known as the Human Security Act which took effect Sunday, will not curb human rights and civil liberties as some people have claimed.

Press Secretary and Presidential Spokesman Ignacio R. Bunye said the anti-terror law "enhances the safety and domestic security of our country by giving us more legal power to prosecute those who commit any acts of terror on our people".

In a weekly column "View from the Palace", Bunye said that with the law in place, suspected terrorists in police custody cannot get away by posting bail to commit another terroristic act.

"The law empowers enforcers to crush the terrorist movement in the country and to transform our nation's response to political violence, while at the same time ensuring that civil rights are protected," he said.

Some leftwing groups and church personalities have expressed concern that the law will endanger civil liberties in the country.

The Philippine government officials said Muslim militants and leftwing insurgents could be targeted by the law as terror suspects.
