Philippine police has neither hostage negotiation unit nor manual: official

The Philippine police has neither a dedicated negotiating team nor a manual on hostage taking crisis, the chief negotiator in the Aug. 23 hostage crisis revealed in Monday's public hearing.

"Until this time, the Philippine National Police (PNP) does not have a negotiation unit," Superintendent Orlando Yebra told members of the Internal Investigation and Review Committee (IIRC).

"What we have is a manual in crisis management, hostage negotiation is only integrated there," he said.

Yebra's official post is chief of legal department of the Manila Police District. He attended several hostage-negotiating courses in the U.S.

Yebra admitted that they followed two different protocols during the hostage crisis.

"I have no idea what the other people are doing, the set-up is topsy-turvy. I was busy with negotiations," he said.

Yebra's testimony was heard in the third day of the public hearing conducted by the IIRC. The multi-sectoral body, chaired by Justice Secretary Leila de Lima, was tasked to probe the hostage crisis that left eight tourists from Hong Kong dead.
