Chinese vice-president pledges to strengthen Sino-Russian inter-ruling parties cooperation

The Communist Party of China (CPC) is willing to promote inter-ruling parties cooperation between China and Russia in order to achieve greater advancement of Sino-Russian relations, visiting Chinese Vice-President Xi Jinping said here Tuesday.

Both the CPC and United Russia party are ruling parties of their respective countries. Because of that, enhancing inter-party communications is an indispensable part of Sino-Russian relations of strategic cooperation and partnership, Xi said while addressing the opening ceremony of the second round of strategic dialogue between the Chinese and Russian ruling parties.

"The CPC is willing to continue the senior level inter-party exchanges under new circumstances and carry out the agreement between the leaders of the two countries to constantly enrich cooperation contents, create new cooperative forms, perfect cooperative mechanism and raise the cooperation level for greater contribution to the comprehensive development of Sino-Russian relations," Xi said.

Themed in "Chinese and Russian ruling parties' responsibility in post-crisis era," the dialogue fully demonstrated the sense of calling and responsibility of China and Russia's ruling parties toward their countries' development and national rejuvenation, Xi said.

He also said the meeting displays a practical meaning for the two ruling parties to handle all manners of complex questions and enhance their ability to govern.


"We have realized in the process of dealing with the international financial crisis that it is only correct for the Chinese party to have chosen and stuck to the socialist way of development with Chinese characteristics," the Chinese vice-president said.

"Our party has also made correct corresponding decisions and our fundamental judgement is correct about medium- and long-term development trends of the global economy.

"We are determined to keep on with our socialist way of development with the Chinese characteristics, to stick to the reforms on the socialist market, to persist in taking into an overall consideration of both the domestic and overseas situations, and to firmly materialize the open and win-win strategies," Xi said.

Xi said China will join hands with all other countries in the world "to take the challenges of various nature, to share the development opportunity and to promote the utmost cause of peace and development of the mankind."

The Chinese vice-president said his country has noticed that major parties, ruling parties in particular, have brought forth varied opinions and propositions while facing the impact of the international financial crisis.

"We have strengthened exchanges with various parties of various countries through various ways and we have tapped useful experiences from them. We are pleased to see that the United Russia party has played an important role under the leadership of its chairman Vladimir Putin in coping with the crisis, in maintaining the stability of the country, in developing the economy and in improving the livelihood of the Russian people.

"The party has since its 11th congress held late last year been mulling on forging the post-crisis development, on emphasizing changes in the country's economic structure, on bringing forth creativity and growth, on upgrading the comprehensive power of Russia and on mapping out a detailed blueprint for the overall modernization of the country."

Xi added that in face of such a task of development, the United Russia party is focusing on intra-party construction and on incorporating party activities with the development of the nation, so as to better shoulder the lofty responsibility of cashing in the renaissance of Russia.

"Today, we are here for a second round of inter-ruling party dialogue between our two countries," Xi said, "and the dialogue has provided a beneficial platform for comparing notes on experiences in administration and governance. I look forward to benefiting from soul-searching, mind-speaking, in-depth discussing and eye-opening dialogues which all boost the relations of strategic cooperation and partnership and flesh out the inter-party exchange mechanism."
