Chinese Premier Wen Jiabao said in this year's government work report to the NPC session that all work done by the government is aimed at enabling the people to "lead a better-off and dignified life", and making society more impartial and harmonious.

Some international friends said in interviews with People's Daily that the Chinese government has long sought for a harmonious society, paid attention to improving people's livelihood, and brought about rising benefits for the people, which have universally won the praise of the international community.

Khalid Rahman, director of Pakistan's Institute of Policy Studies and an expert on China issues, said that the accomplishment in China's development has been acknowledged by countries around the world.

The majority of Chinese people have said goodbye to poverty, many attaining increasing wealth lately, which are largely attributed to China's adoption of reform and opening up policies.

However, the issue of imbalance between urban and rural areas has emerged in the process of China's economic and social development. To solve the issue, the Chinese government has actively taken measures to establish a social security system, increased the investments in China's heartland and strived to tackle the contradictions caused by the imbalance of the development.

Aside from protecting the rights and interests of ethnic minorities, the Chinese government has offered ethnic minority groups favorable policies in respects such as employment, education and family planning. China's various ethnic groups now live in harmony. The concept of the Chinese government's development of a harmonious society has been materialized by policies at all levels. The "2 Sessions" have well reflected the concept of China's democracy and harmony. Members of the "2 Sessions," who come from China's different social hierarchies, regions and ethnic groups, have gathered to discuss the domestic affairs and express the voice of the people.

An official from the Council of the EU said that China's rapid economic growth is well-known, but there are still issues such as the imbalance between urban and rural areas. Thankfully, the Chinese government has timely been aware of the issues and put forth the "harmonious society" concept.

The EU has valued the Chinese government's achievements in economic development and in the elimination of poverty, and understands the significant content of the "harmonious society" concept put forth by the Chinese government to improve the balanced development of the society. A prosperous and stable China is in the interests of the EU.

He added that China is conducting a series of reforms that all stress the "people oriented" concept, and focus on the improvement of living standards for the people. Particularly, the proposals put forward by Premier Wen such as "enabling the people to lead a better-off and dignified life" has convinced us even more that China's development will bring the Chinese people increasingly substantial benefits.

Martin Davis, director of the China-Africa Project under the Gordon Institute of Business Sciences, University of Pretoria, said that the Chinese government advocates a harmonious society for the purpose of developing its economy and benefiting the people on the basis of stability.

Although China has maintained a rapid economic growth for many years, there is still a small population below the poverty line. The harmonious society should be of benefit to these poor people as much as possible, so that the economic growth will be of higher quality. In addition, China has increased agricultural subsidies and has realized a wide coverage of the social security system in both urban and rural areas, which is really propitious for the balanced development of society as a whole.

Leonora Torres, secretary of the Mexico-China Friendship Association (MCFA), said that she has visited China many times, and feels extremely proud of China's great development as a Mexican who has been focusing on China all these years.

She remembers clearly that Mexico established diplomatic relations with China February 14, 1972, and she made her first visit to China as a leading member of the MCFA July of that year. She has seen amazing changes and development in China over the past 38 years.

Though China has a vast territory and huge population, the Chinese Communist Party, with great power and strict organization structure, has succeeded in bringing more than 1 billion Chinese people together, and leading the people to build a stronger country and to live a better life, which is impossible in other countries.

She believes that since the Chinese government and people have built China into a harmonious, prosperous, and powerful modern country by working hard together, the lives of the Chinese people will surely become better and better under the joint efforts.
