"Such a tragic situation is really too horrible to recall," said Xu Jinhua, director of the Mianyang Fire Brigade. Although the Wenchuan earthquake was nearly three years ago, Xu still cannot remain calm when recalling the rescue operations in the Beichuan Middle School.

As the first commander of a professional team sent to Beichuan after the Wenchuan earthquake, Xu has been doing his best to ensure that makeshift houses are protected from fire accidents as well as the safety of 260,000 residents living in these temporary shelters during the three-year post-disaster reconstruction.

Xu felt "high pressure" to ensure the fire safety of the makeshift houses during the post-disaster reconstruction period. According to instructions from the Sichuan Provincial Party Committee and the Sichuan Provincial Government, all fires spreading to neighboring houses and fatal accidents are preventable.

"I have had no holidays and investigations over the past three years," Xu said.

Currently, the unbalanced distribution of fire stations in the 20,000-square-kilometer Mianyang Municipality has been corrected with the establishment of four fire detachments in An County, Beichuan County, Zitong County and Pingwu County. In addition, the disaster prevention and control capacity of Mianyang has made a qualitative leap forward and the fire safety environment has also been improved. This has allowed the broad masses in Mianyang to feel at ease.
