Migrant children in pilot regions to get equal education

Following the publication of the pilot regions for 10 education reform tasks, the Ministry of Education announced another group of comprehensive reform pilot regions on Dec. 26.

The new group is divided into reform pilot regions for key areas and pilot regions for overall provincial government education. Beijing is listed in the latter.

The key areas are divided into four categories: basic education, vocational education, higher education and private education. Of these, the tasks of comprehensive basic education reform include solving the problem of entering kindergarten, solving the problem of school choice and measuring the inflow of migrant children with regard to equal access to compulsory education and taking the entrance examination. The pilot areas include Shandong Province, Hunan Province and Chongqing Municipality.

The tasks of comprehensive vocational education reform include exploring mechanisms to allow sectors, industry, enterprises to help operate schools and actively integrating academic credentials and professional qualification certificates into a "double certificates" system. The pilot areas include Tianjin municipality, Liaoning Province, Henan Province and Sichuan province.

The tasks of comprehensive higher education include establishing a universities classification system, implementing and expanding decision-making power of the universities and perfecting the modern university system with Chinese characteristics. The pilot areas are including Heilongjiang Province, Jiangsu Province and Hubei Province.

The tasks of comprehensive private education reform include amplifying the policies of public financial supporting private education. The pilot area is Zhejiang Province.

The tasks of overall comprehensive reform of provincial public education include exploring the form of separating administrative function from school management, overall promotion of coordinated development of all levels of education, overall coordinated development of urban and rural as well as regional education and so on. The pilot areas include Beijing, Shanghai, Anhui Province, Guangdong Province, Yunnan Province, Xinjiang Uyghur Autonomous Region and Shenzhen Municipality.
