Zhejiang Government decided to offer subsidies for residents entitled to basic living allowances and university students.

The urban and rural residents entitled to basic living allowances will obtain their fourth quarter's price subsidies before the end of December according to the issuance standard of the third quarter. Meanwhile, each student in universities and colleges will receive two months of provisional meal allowances in accordance with the standard of 30 yuan a month.

The low-income groups are sensitive to price changes and have a weak bearing capability. Therefore, Zhejiang's civil administration and financial departments had launched the price subsidy issuance work for urban and rural residents entitled to basic living allowances and other poverty-stricken people in the third quarter, which had successfully been completed by Nov. 29.

Since the 2009 New Year's Day, Zhejiang had changed the annual consumer price index of low-income residents into the quarterly consumer price index. The price subsidy mechanism is triggered when the amount of quarterly price increase exceeds 3 percent.
