Beijing starts the green campaign

"The Green Beijing Action Plan (2010-2012)" is underway. Beijing plans to use three years to building the three major systems, including green production, green consumption and green environment. The city will carry out nine projects in areas of energy, construction, transportation, and it will improve 10 essential mechanisms, including the standard of access, price regulation, taxation of financial, scientific and technological support, social participation, etc.
"The Green Beijing Action Plan " has 16 quantitative, measurable indicators. They include development of green economy, waste management, renewable energy and water treatment industries. Also included are the sales revenue of the new energy, energy conservation and environmental protection. Investment in new energy and environment protection will reach 145 billion yuan in 2012. Also Beijing advocates green consumption by developing public transportation. The proportion of people using public transport travel in the central city is expected to rise up to 42 percent in 2012. Therefore, the municipal budget will cover 12.9 billion yuan in subsidies for public transport every year.
To implement these plans, Beijing will invest 66 billion yuan in the next three years. Lu Yingchuan, deputy director of Beijing Municipal Development and Reform Commission said, "This is the bottom line, not including the investment from the districts and counties level finance."
The "Green Beijing Action Plan " is drafted by the Beijing Municipal Development and Reform Commission. During the drafting process, the task group had repeatedly heard opinions from relevant government departments in the way of seminars and consulting.
