Guangdong suspends SMS function of 900,000 phones

Reporters learned from the Guangdong Communication Administration (GDCA) February 1 that the text message function of 900,000 mobile phone numbers in Guangdong province had been suspended in 2009 because of the sending of illegal and spam group messages.

Most of these messages were sent by law breakers with help from group text message senders. None of the owners of these telephone numbers went to public security departments to re-apply for the function during the 90-day complaint period after the function was suspended.

Yang Yuncai, director of the Network and Information Security Office under the GDCA, says that since November 1 2005, relevant departments of Guangdong have been tracking and intercepting illegal text messages according to the keywords offered by public security departments.

The text message function of over 100,000 mobile phone numbers was suspended for sending illegal and spam group messages in 2005, with the same number of suspensions in 2006. As the telecommunication industry develops and mobile phones increase, the number rose to 900,000 suspensions in 2009.

According to regulations, the owner of the mobile phone number whose text message function has been suspended can re-apply for the function within 90 days after the function was suspended. "But we have not received any re-applications so far.

This indicates that most of the cases that we confirmed were proper, though a few cases might have been mistakes," said Yang.

Facing the question: Does pornographic message filtration violate the general public's freedom and privacy of correspondence? Yang stated that relevant government departments mainly adopt keyword filtration methods to filter pornographic messages and do not browse through every message.

He added that relevant departments take measures on the basis of strictly protecting the general public's freedom and privacy of correspondence.
