City and residents want exclusive villa to float away (2)

"The villa was built for fishery and leisure at the first place, but then it has gone too far from its original plan," Yangcheng Evening News quoted an official of the local administration as saying. "We sued it according to rules."

The villa, built in Southeast Asian style, is not able to travel on water but floats over several thousand square meters.

Pictures of the villa posted on the Internet revealed some luxury facilities, including a horse racetrack, traditional Chinese musical instruments, European-style furniture and helmet and weapons from ancient times. It also has a bar and club. The carpet looks like it is made from the fur of a polar bear.

The website of the Maritime Bureau of Guangdong showed that the local administration held a public hearing in January 2009 regarding the illegal use of a sea area by the villa and demanded a fine of 711,000 yuan ($104,130). But the fine was not paid.

But Guo insisted the villa is legitimate because he received the provincial maritime bureau's approval.
