From March 17, 2006 to May 26, 2009, netizens left 12,141 messages on the People's Daily Online website to the Secretary and Governor of Henan Provincial CPC Committee. After screening, 4,210 messages were considered effective, accounting for 34.7 percent of the total.

On June 5, the Henan Provincial CPC Committee and Provincial Government held a special work meeting to handle messages written by netizens on People's Daily Online. 18 provincially-administered municipalities and 44 departments directly under the Provincial Government gathered 4,210 netizens' messages from www.people.com.cn and began to handle them.

To ensure the effective handling of netizens' messages, Henan Province has established a leadership responsibility system. A desk registration and a multi-level feedback system will also be implemented.
