Quality supervision departments at all levels will have to intensify supervision and inspection of home appliances sold in the countryside, of enterprises that won home appliances bids and of regions where the “Home Appliances to the Countryside” program is being implemented.
This is the content of the circular issued on February 4 by the General Administration of Quality Supervision, Inspection and Quarantine on February 4 in order to guarantee product quality in the“Home Appliances to the Countryside” program. The circular also requests that any enterprise that would be found to be unqualified through supervision and inspection will be ordered to recall unqualified products and take corrective measures within a certain timeframe.
The circular requires the estabilishment of quality archives for enterprises that won bids in all regions and the input of all the results of the quality supervision into a credibility database. Enterprises that will be found to have unqualified items in two rounds of supervision and inspection, as well as those that violate laws intentionally, shall be blacklisted and reported to local governments for investigation and punishment according to the law. They will also have their licenses or certificates of China Compulsory Certification (CCC) revoked. It is also suggested that relevant departments disqualify such enterprises from selling home appliances in the countryside.
The circular requires quality supervision departments in all regions to monitor enterprises that won bids in their providing of quality post-sale service for their home appliance products, to severely crack down on the illegal activities of producing fake and inferior home appliances, and to promptly receive and handle complaints following reports of illegal activity.
In order to stimulate rural consumption, starting on February 1, the “Home Appliances to the Countryside” program was extended from over 10 pilot provinces to the entire country. The program covers products comprised of color TV sets, refrigerators and freezers, mobile phones, washing machines, computers, water heaters, motorcycles and air conditioning units. Limits on consumer prices will be set for these products and consumers will also enjoy a 13 percent subsidy on the original price.
