Senior Chinese leader stresses stability, public order

Senior Chinese leader Zhou Yongkang Friday called for measures to sustain public order and stability by enhancing social management and "firmly" preventing various accidents and incidents which may harm normal social order.

Zhou Yongkang, a Standing Committee member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), made the call at a plenary meeting of the Central Committee for Comprehensive Management of Public Security.

He ordered Party committees and government organs at various levels to introduce measures to improve people's livelihoods, address public concerns and social problems, and implement concretely various measures to maintain sound public order and stability.

It is necessary to "focus on important issues and take effective measures" to enhance public security, he said.

Zhou urged efforts to work out or perfect important policies, laws and regulations such as amending the Law on Resident Identity Cards and reform of the household registration system.

In addition, it is imperative to improve the systems for safeguarding the people's rights and interests, as well as for identifying and dissolving disputes, he said.

Moreover, the country should allocate more personnel, funds and materials to grass-roots organizations to improve their service capacity, he said.

Zhou's remarks came days after President Hu Jintao stressed the need to enhance and innovate social management and maximize factors conducive to harmony and minimize those detrimental to it at a high-profile seminar attended by provincial and ministerial-level officials.
