Yang Xiuzhu extorted money and accepted a huge amount of bribes as deputy mayor in charge of urban construction of Wenzhou. In April 2003, Yang Xiuzhu fled to Singapore and then the United States using a pseudonym. On Feb. 12, 2010, the People's Procuratorate of Zhejiang Province said that the prosecutors issued a "red warrant” on Yang Xiuzhu through the Interpol.

According to the notification of the Commission for Discipline Inspection of Wenzhou in 2004, the amount of money involved the cases had been investigated 253.2 billion, of which 42.4 million was recovered and 70 million was frozen. Among the suspects involved in investigation, there were two municipal level officials, 11 county level officials, seven town level officials and more than 100 involved people.

There were 12 related cases, of which the particularly striking cases were the bribery case of Chen Wenxian, the former mayor of Wenzhou, and the corruption case of Wang Tianyi, the former director of the Public Security Bureau of Lucheng District in Wenzhou. The case of Yang Xiuzhu was considered one the most serious corruption cases involving runaway senior officials of China and attracted attentions of the major media in China.

The corruption case of Yang Xiuzhu as the deputy director of planning Bureau of Wenzhou began in the late 80s, when the economy of Wenzhou began to develop rapidly. In the early 90s, the urban construction of Wenzhou developed in high speed. As the vice mayor in charge of urban construction of Wenzhou, she took advantage of her position to gain her illegal personal interests. In 1996, she bought through her relatives a five-story building near to the Empire State Building and Times Square of Manhattan, which was about $ 5 million.

In March 2003, the People's Procuratorate of Lucheng District of Wenzhou found that Yang Xiuzhu had corrupted 11 million in 1994 in dealing with the bribery case of her younger brother Yang Guangrong, who was the vice general manager of the Railway Real Estate Development Company of Wenzhou.

In mid-April 2003, Yang asked for leave to the Provincial Department of Construction under the pretext that she needed to care for her sick mother. After that she could not be contacted. A few days later, Yang appeared in the streets of San Francisco.

On May 13, 2003, the Procuratorate of Zhejiang Province began to investigate Yang Xiuzhu.

On June 23, 2003, the CPC committee of Zhejiang Province approved the expulsion of Yang Xiuzhu from the CPC, Zhejiang Provincial government approved to revocation of the administrative position of Yang Xiuzhu and the prosecutors issued an arrest warrant.
