The "Symposium for improving leaders' ability of promoting scientific development and promoting social harmony, commemorating the 60th founding anniversary of the People's Republic of China" was held recently in Xiamen, Fujian province. The participants seriously studied the spirit of the Fourth Plenary Session of the 17th CPC Central Committee and held extensive discussions around the theme of the meeting.

The participants believe that the "Decision" endorsed by the Fourth Plenary Session of the 17th CPC Central Committee stresses the need to improve the leader groups and leading cadres' capacity for promoting scientific development and social harmony. This is the inevitable requirement for our party constantly improving the leadership and governance capacity, and it is also the basic condition for the party's work and Party building more in line with the requirements of scientific development.

The participants noted that, in accordance with the requirements of the "Decision", the key point for improving the leading groups and leading cadres' ability of promoting the scientific development and social harmony is to improve the abilities of optimizing the development, and promoting the development, as well as the abilities of public services, social management and maintaining stability, to pay attention to the abilities of emergency management, public opinion guidance and the use of new media under the new situation.
