With the increasing popularity of the Internet and the ever-growing number of netizens, more and more local governments have resorted to time-saving online services. They have taken up the Internet as an effective platform for gathering public opinion; learning about grievances from the grass roots; disseminating local policies; and supervising the implementation of the policies.

A circular, recently issued by the CPC Central Committee in Guangdong Province, to the netizens residing in the southern province, extended New-Year wishes; paid tribute to the users of governmental online services; and encouraged people, in the coming year, to contribute more opinions and criticism toward the administrative undertakings of the provincial government.

The letter stated that the Guangdong Provincial Government is willing to make friends with online readers; listen to their opinions; and make decisions accordingly. The letter also candidly invited readers to be a watchdog to monitor the policy-making capabilities of government officials.
